RepoFlow blocks the specific resource you reached. If storage is full uploads are blocked, if you hit the package limit new unique packages are blocked, and if you hit the AI request limit AI features are paused until the next monthly reset. Everything else keeps working, and you can delete packages or upgrade your plan for higher limits.

Downloads are blocked until the limit resets at the start of the next month. You can still manage your workspace, delete packages, and upload more packages. If you need more bandwidth, upgrade your plan.

No, when self-hosting RepoFlow, there are no limits on storage, bandwidth, or the number of packages. You are only constrained by the capacity of your infrastructure.
